Mallory Stewart is the Chief Executive Officer of the Council on Strategic Risks, where her work focuses on weapons of mass destruction law and policy, missile defense, outer space security policy, and strategic risk management related to emerging and disruptive technologies. She previously served as Assistant Secretary for the Bureau of Arms Control, Deterrence, and Stability at the U.S. Department of State from 2022 to 2025.
Stewart has held senior national security roles across government, research, and policy institutions. She served as Special Assistant to President Biden and Senior Director for Arms Control, Disarmament, and Nonproliferation at the National Security Council, and earlier as Deputy Assistant Secretary of State for Emerging Security Challenges and Defense Policy. She also worked at Sandia National Laboratories, where she led the Cooperative Monitoring Center’s work on scientific engagement for global security.
Earlier in her career, Stewart served as an attorney adviser in the State Department’s Office of the Legal Adviser, working on nonproliferation, arms control, deterrence, and international treaty issues. She is a Senior Non-Resident Fellow at the Belfer Center for Science and International Affairs at Harvard Kennedy School and has served as an adjunct professor at Georgetown University’s School of Foreign Service. Stewart received her A.B. from Harvard College and her J.D. from Stanford Law School.
