About the Speaker

Rose Gottemoeller is one of the world’s leading experts on nuclear security, arms control, and strategic stability. She currently serves as the Payne Distinguished Lecturer at Stanford University’s Freeman Spogli Institute for International Studies and is a Research Fellow at the Hoover Institution, where her research focuses on nuclear risk reduction, deterrence, and arms control diplomacy.

From 2016 to 2019, Ms. Gottemoeller served as Deputy Secretary General of NATO, becoming the first woman to hold the position. In this role, she helped oversee the Alliance’s political-military agenda, including nuclear policy, deterrence and defense, and relations with Russia during a period of heightened geopolitical tension.

Previously, she was Under Secretary of State for Arms Control and International Security Affairs at the U.S. Department of State. In that capacity, Ms. Gottemoeller served as the chief U.S. negotiator of the New Strategic Arms Reduction Treaty (New START) with the Russian Federation, the most significant bilateral nuclear arms control agreement in a generation. She also led U.S. efforts on nuclear nonproliferation, missile defense, and chemical and biological weapons policy.

Earlier in her career, Ms. Gottemoeller held senior positions at the Carnegie Endowment for International Peace, the U.S. Department of Energy’s national laboratories, and the U.S. Department of Defense, building a distinguished career that bridges technical expertise and high-level diplomacy. She is widely recognized for remarkable achievements and remains a leading voice on the future of global nuclear security.
