About the Topic
Ms. Rose Gottemoeller will discuss her new book Security through Cooperation: Space, Nuclear Weapons and US-Russia Relations after the Cold War, published by Stanford University Press in April 2026. Drawing on the historical record and her own experience in government, Ms. Gottemoeller revisits the post-Cold War period to challenge the view that U.S. policy toward Russia was driven primarily by confrontation. Instead, she examines how successive U.S. administrations pursued cooperation with Russia in areas such as arms control, outer space, counterterrorism, and nuclear energy, and considers what lessons that history may offer for the future of global security amid today’s far more difficult U.S.-Russia relationship.
About the Speaker
Ms. Rose Gottemoeller is an internationally recognized expert in arms control, nuclear security, and international diplomacy. She currently serves as the William J. Perry Lecturer at Stanford University’s Freeman Spogli Institute for International Studies and is a Research Fellow at the Hoover Institution. Previously, Ms. Gottemoeller served as Deputy Secretary General of the North Atlantic Treaty Organization (NATO) from 2016 to 2019, becoming the first woman to hold the alliance’s second-highest civilian position. In that role, she helped guide NATO’s response to emerging security challenges, including deterrence, defense modernization, and counterterrorism efforts. Before joining NATO, she served as the Under Secretary of State for Arms Control and International Security at the U.S. Department of State, where she advised the Secretary of State on arms control, nonproliferation, and political-military affairs. Ms. Gottemoeller was also the chief U.S. negotiator of the New Strategic Arms Reduction Treaty (New START) with the Russian Federation, one of the most significant nuclear arms control agreements of the 21st century. Throughout her distinguished career, Ms. Gottemoeller has held senior leadership positions at the U.S. Department of Energy, the Carnegie Endowment for International Peace, and the Carnegie Moscow Center. A fluent Russian speaker, she has spent decades working on U.S.-Russia relations, nuclear risk reduction, and international security policy. Ms. Gottemoeller holds a bachelor’s degree from Georgetown University and a master’s degree from George Washington University.
