The post-cold war period is over. A transition is underway to a new global order. Power dynamics have become increasingly fragmented as new poles of influence emerge. There is greater competition among major powers and a loss of trust between the global north and south. Nonetheless the imperative of cooperation in today’s world evident. How can states work together to transcend critical threats that affect them all? ABOUT THE SPEAKER Since 2018, Ambassador Rosemary DiCarlo has served as the Under-Secretary-General for Political Affairs at the United Nations, bringing more than 35 years of experience in public service and academia. During her distinguished career with the U.S. Department of State, Ambassador DiCarlo served as U.S. Deputy Permanent Representative to the United Nations and U.S. Alternate Representative for Special Political Affairs to the United Nations, during which she handled issues that came before the U.N. Security Council. She also served as Deputy Assistant Secretary of State for European and Eurasian Affairs. She also served on the staff of the national security council and at the u.s. embassies in Oslo and Moscow.
Ambassador DiCarlo graduated from Brown University with a B.A. in comparative literature and an M.A. and Ph.D. in Slavic languages and literature. She speaks French and Russian.
