Strengthening the UN Security Council: Lessons from Recent Conflicts in Gaza and Ukraine

Dr. Courtney Smith
Dean of the School of Diplomacy and International Relations at Seton Hall University, where he has been a faculty member since 1999. He achieved tenure in 2005 and served as Acting Dean from 2019 to 2022. Dr. Smith has written extensively on the U.N. and its political processes, including his book Politics and Process at the United Nations: The Global Dance (2006) and the article "Every Silver Lining Has a Cloud" (2020). He serves on the boards of the Academic Council on the United Nations System and the American Conference of Academic Deans. Dr. Smith holds a Ph.D. in Political Science and International Relations from The Ohio State University.

About the Topic
Many people are asking about the role of the United Nations Security Council (UN Security Council) today. Formed in 1946 after the end of WWII, the UN Security Council is meant to provide a structure and place where countries’ complaints and conflicts may be settled in a peaceful manner. Tactics and strategies range from investigations and mediations to issuing ceasefires, implementing embargoes and economic sanctions, blockades, financial penalties, travel bans or in the worst case, approving collective military action. In recent years, there have been conflicts and atrocities around the world that are being committed even in the face of the Council’s admonitions and ceasefires. Some of the hostilities are being committed by permanent members of the UN Security Council itself. The question is how to address these issues within the current framework of the UN Security Council? Is the current framework still viable and if not, is it possible to create a new framework? Can solutions to current infractions be sought outside of the Council’s purview without rendering it to the sidelines?
About the Speaker
